“The Auditor General shall report at least annually, and within nine months of the end of each fiscal year, on the results of his audit of the consolidated financial statements and the accounts of budget agencies in relation to that fiscal year.”
This is according to the Audit Act of Guyana and as such the 2008 Auditor General’s report is now more than three months late with the Acting Auditor General’s promised December deadline also missed.
When the Auditor General of Guyana (ag), Deodat Sharma, in June last year, presented the Speaker of the National Assembly, Ralph Ramkarran, with a copy of the completed 2007 report he had set a December deadline which was three months later than stipulated by the Audit Act.
Sharma at that time had cited staff constraints as the reasons for the continued delays.
The report is eagerly being awaited to see if there has been if there was any change in the trends over the years.
When Sharma presented the report on the last occasion he had stated that the Contingencies Fund was still being abused; there are still overpayments on contracts, missing vouchers, “old bank accounts not being closed as yet, especially those big overdrafts that continue.”
The Audit Office of Guyana (AOG) scrutinises the expenditure of public funds on behalf of Parliament.
The Office conducts financial audits of all publicly funded entities, including donor-funded entities, local government agencies and trade unions, in Guyana.
