Future land allocation or transfer from the Guyana Sugar Corporation (GuySuCo) to the Central Housing and Planning Authority (CH&PA) will definitely require payment in the future, according to Minister of Housing and Water, Irfaan Ali.
Ali, at his recent end of year press conference on Monday, said that given the situation at the sugar company this mode of practice is to be incorporated.
However, he noted that none of the housing development projects engaged during this past year did not involve the use of GuySuCo lands. He disclosed that those lands were either owned by or transferred to the CH&PA.
“In terms of Tuschen and Zeelugt (on the West Coast of Demerara) though they were transferred to the CH&PA they were never in cane cultivation. Those were transferred to CH&PA and are now owned by CH&PA,” Ali asserted.
According to the Minister, “We understand the needs of GuySuCo…The government is speaking to GuySuCo and the CH&PA is part of that body and I think given the reality of the situation…payment will be required.”
Meanwhile, the Minister disclosed that measures are being put in place to calculate the contribution of the housing sector towards the economy. And the calculations, he said, will include the contributions of private developers.
According to Ali, it has been observed that developers have been spending a lot of resources in terms of development thus the need to get the estimation.
He said that there are currently two categories of private developers. He cited one category as those developers at Providence, East Bank Demerara who develop on their private lands. The Housing Ministry does not allocate these lands the Minister asserted.
“These are privately acquired lands that they are developing for housing purposes…that is their own investment.”
However at the CH&PA, Ali said that there is a public/private partnership, which has over the years, saw the involvement of entities such as Habitat for Humanity and Everest. These entities he said collaborate with the Ministry especially in new areas in building low-income homes at affordable prices.
For these developers, the Minister said that just under 100 lots were allocated during this year. However, he noted that allottees that benefit from such house lots are still required to register with the Ministry’s system to ensure that they satisfy the criteria for the allocation.
