They were arrested and tortured as part of police investigations into the murder of former Region Three Deputy Chairman, Ramnauth Bisram; however a statement issued yesterday by the Ministry of Home Affairs stated that neither Deonarine Rafick nor Twyon Thomas would be charged in connection with the crime.
While charges were made against Rafick who was taken before the court, Thomas’s injuries were so severe that he was hospitalised for several days.
The matter which had gained much public attention was taken before the Director of Public Prosecution (DPP), Shalimar Ali-Hack, who was tasked with recommending the way forward.
Among the DPP’s recommendations were that disciplinary action be taken against the ranks involved in torturing Rafick and Thomas; that charges against Rafick be halted and that none be brought against Thomas. According to the statement issued yesterday, “The Ministry of Home Affairs fully support the advice proffered by the DPP in respect of the disciplinary and criminal charges to be made out against ranks of the Guyana Police Force as well as the discontinuance of the charges against Rafick and that no charges be made against both Rafick and Thomas at this time.”
The statement also served as an announcement of the completion of a Police Report into the allegations of torture against Thomas. Reports are that 14-year-old Thomas while in police custody was doused with methylated spirits and burnt about his genital area.
No medical attention was afforded the badly scorched lad who remained incarcerated for at least four days, before Kaieteur News highlighted his dilemma.
The Police report which can be accessed at website www.moha.gov.gy, is in keeping with the public commitment made by President Bharrat Jagdeo on November 6 last to make public the Police Report into the allegations of Thomas’s torture.
“The Ministry of Home Affairs expresses its deep regret confirming the allegations of torture in this particular matter which is contrary to the Standing Orders of the Guyana Police Force and Guyana’s International Obligations. Every effort is being made to ensure that there is no repetition of such incidents in future,” the statement said.
The findings detailed in the report have caused the Ministry to extend its deep regrets to Thomas’s parents and to Thomas personally.
In the statement the Ministry reaffirmed its confidence in the Office of Professional Responsibility (OPR) of the Guyana Police Force and recognised its efforts in fulfilling the mandated investigation in a professional and efficient manner resulting in the publication of the report.
It was also noted that contribution and advice were also offered by the Police Complaints Authority.
