The Kashif and Shanghai Organization has issued its Policy on the issue of violence at football games noting that the organization is compelled to make it known that there would be a zero tolerance in this regard at this year’s tournament.
Following is the full text of the release:
The Kashif and Shanghai Organization wishes to draw to the attention of football clubs, officials, footballers, fans and the general public its concern over recent incidents of violence which have resulted in injuries, including serious ones to persons.
We are aware that these incidents have not gone un-noticed by the authorities. At the same time we are concerned that incidents of violence do serious damage to the image of football.
It is the view of the Kashif and Shanghai Organization that those persons who commit violent acts in the name of support for one football team or another are, in fact, thugs and hooligans with a passion for violence rather than any real love either for the team that they claim to support or for football itself.
Violence has no place in football and we propose to use our 20th Anniversary to make that point in no uncertain terms to clubs, players and persons who attend football games in our tournament. Accordingly, we wish to place the management of clubs participating in our tournament on notice as follows:
1. Referees and their assistants officiating at the tournament are under strict and specific instructions to consistently apply the appropriate disciplinary measures in cases where players commit acts of violence or otherwise act in such a manner as to incite on-field violence.
2. In cases where acts of violence or incitement to violence by players are deemed by the tournament’s disciplinary committee to be sufficiently serious, such cases may be referred to the police for further action.
3. The management of Clubs participating in the tournament are expected to take full responsibility for the on-field conduct of their players.
Sanctions imposed for on-field acts of violence or incitement to violence may be applied to both players and their clubs.
4. The Management of Clubs participating in the tournament are expected to exert some measure of positive influence on the conduct of their supporters and may, in cases, be held responsible for acts of violence by supporters.
5. The security detail assigned to each football game is under instructions to intervene in cases where such intervention is deemed necessary to remove the threat of violence. In such situations persons deemed guilty of creating a volatile environment will be evicted from the venue.
The Kashif and Shanghai Organization wishes to secure the support of the management of clubs, the media, the Guyana Police Force and football fans in ensuing a violence-free 20th anniversary tournament.
