Two policemen are reportedly under arrest as the force commenced a massive investigation into allegations of torture of a teenaged boy at the Leonora Police Station.
The investigation is being headed by former Crime Chief Heeralall Makhanlall of the Police Office of Professional Responsibilities OPR.
Kaieteur News understands that the two ranks are accused of pouring fuel and setting fire to the genitals and lower torso of the teenager who is a suspect in the murder of former vice Chairman of Region Three, Ramnauth Bisram.
Police in a statement issued yesterday said that their investigations have so far revealed that consequent upon the murder of Bisram, Deonarine Rafeik and a male who told the police that he was 18 years old were arrested.
Having been arrested the police said that they were interviewed by two ranks attached to the Criminal Investigation Department on the West Coast of Demerara who are alleged to have used excessive force on the prisoners resulting in them sustaining injuries.
The police said that the suspects were medically treated and remain in custody.
“The two ranks who were conducting the investigations and were responsible for the interrogation of the suspects have been arrested” the police statement said.
But while the police yesterday claimed that the suspects had received medical attention, it was only after this newspaper published the graphic image of the injuries sustained by the teen that moves to take him to the hospital commenced.
Relatives were previously misdirected by the police when they inquired about his whereabouts immediately after his detention.
When this newspaper contacted Home Affairs Minister Clement Rohee earlier yesterday, he indicated that he was not in a position to speak on the matter at the time.
He however promised to contact this newspaper later in the day but up to press time he did not.
Meanwhile, according to a former Commander of the West Demerara division, there appears to be a breakdown of management on the district.
He told this newspaper that the division has a history of being a family division.
“Every policeman seems to be related to each other or to a member of the community.”
The former Commander noted that within recent times there have been several allegations by members of the public about corruption and inaction by the ranks there.
“When juniors believe that they can commit these infractions with impunity, it is obviously a case where the leadership is not wielding the hammer sufficiently and regularly,” he said.
