…new proposed legislation
Government says new legislations will ensure that rice farmers are paid within 42 days by millers.
Additionally, millers will not be granted a licence to operate unless they pay off 95 per cent of what they owe farmers.
These are among several pieces of new regulations that government will be seeking to pass when Parliament comes out of recess.
The measures, according to Minister of Agriculture, Robert Persaud, are designed to further protect them and the rice industry.
Persaud made the comments, Wednesday, while addressing a group of farmers at the Rice Research Station, Burma, Region Five.
On January 11, 2007, the Amendment of the Rice Factories Act was passed in the National Assembly making it mandatory that millers pay a minimum of 95 percent of outstanding amounts owed to farmers at the end of the year before their mill/export licences are renewed.
“For too long we have been receiving complaints from farmers about poor treatment by millers, people taking long to pay or no payments…When Parliament comes out of recess one of the first pieces of legislation that will be tabled would be an amendment to the Rice Factories Act,” Minister Persaud said.
The Minister further told farmers that the regulations have already been established and it is for the farmers to make use of it.
In 1998, Government enacted the Rice Factories Act, No.8 of 1998. The Act sought to regularise the construction of mills, paddy grading and purchasing, and improve the overall quality of rice exports.
Over the last few months, the cries of rice farmers have increased. They complained heavily that late payments were hampering their productions.
