Head of the Presidential Secretariat, Dr Roger Luncheon, is of the opinion that the calls for an investigation of the taped conversation are reasonable.
The tape features a recording of an individual who is believed to be Kwame McCoy of the Rights of the Child Commission and the Office of the President and Julius.
He said that while McCoy is claiming that the tape is a fabrication by McCoy, “the way in which the matter is being dealt with by the media and other entities is of interest.”
Dr Luncheon pointed out that among the reasons to justify such an investigation is the fact that questions have now surfaced regarding its (sex tape) authenticity, as well as issues related to entrapment, wiretapping and also extortion.
He noted that in the context of the uncertainties the strident calls for various definitive interventions to be put in place along with the media sensationalism could only undermine commitment to due process and unbiased investigation.
Dr Luncheon was also quick to mention that the issues that he mentioned were not being proffered by the administration.
“I am merely accounting to you for what is being said there is a wealth of information to allow for additional perspectives…as investigation progress these many areas will be pronounced on and if found to be laid to rest.”
As it relates to Kwame McCoy’s future at the Office of the President he said that the investigation would determine what action would be taken.
Commenting on the rights of the Child Commission Dr Luncheon reported that it would have to be addressed firstly at the level of Parliament.
One such member of the Rights of the Child Commission, Vidyarata Kissoon, has already made his position public.
During a picketing exercise outside the Office of the President calling for the speedy implementation of the Sexual Offences Bill aimed at protecting children, Kissoon said that the Speaker of the National Assembly should ask President Bharrat Jagdeo to convene a tribunal to investigate the allegations that Kwame McCoy is recorded soliciting sexual favours from a 15-year-old boy. Further, Kissoon suggests that McCoy should recuse himself from any of the activities of the Commission until such time as the tribunal makes its findings available.
The Rights of the Child Commission is a constitutional body that is mandated to report directly to the National Assembly.
