Dear Editor,
With regards to low carbon development strategy as being advocated by our government, Prime Minister Gordon Brown of the UK , in an op-ed piece in the New York Times (September 23) is calling on the wealthy countries to establish a fund for poor developing countries that adopt a low carbon strategy.
Brown anticipates an annual programme of $100 billion by the year 2020 to help the poor countries to develop a low carbon economy.
He has also urged countries to work together to resolve climate issues so an agreement can be reached ahead of the Copenhagen climate summit on December 3 where Brown said he will attend and calls on other leaders to follow suit.
Brown feels that low carbon energy sources will help to drive economic growth and reduce dependence on imported energy while creating millions of new jobs to overcome the crippling recession.
Brown promises to discuss the issue with other leaders at the UN and he did, meeting with several of them including, I understand, President Jagdeo.
He also intends to raise the issue at the G20 summit in Pittsburgh later this week; all the key players of climate change will be at the summit. If Brown’s initiative takes off, Guyana could be a major financial beneficiary because of the government’s willingness to trade our rainforests in a LCDS.
I have no doubt that Guyana will be a beneficiary of funds allocated for LCDS.
The question though is the amount we will receive and whether it will be used effectively to promote development and help the people (in the forested regions), whose lives will be negatively impacted from LCDS.
