As the Police Complaints Authority (PCA) continues in its quest to have justice served to persons who feel they have been wrongly dealt with by police ranks, the body has received more than 250 complaints so far for this year.
According to figures released from the Authority, there have been some one hundred and one (101) written complaints to date and a total of one hundred and sixty (160) oral complaints.
So far all of the latter have been dealt with.
Chairman of the PCA, Cecil Kennard, told this newspaper that the oral complaints have all been resolved by basic communication with senior officers in the respective divisions.
He however noted that of the written complaints only 22 have been partly dealt with, thus seventy-nine outstanding cases exist.
Kennard said some of the most prevalent cases they have received include neglect of duties, unnecessary detention and violence and excessive force.
The PCA Chairman also noted that so far for the year he is satisfied with one major case they did manage to close much to the satisfaction of the victim’s family.
The Chairman was at the time referring to the case of 19-year-old Rameshwar Sawh who was found dead in the Enmore lock-ups back in January 16, 2008.
Reports were that the teen used pieces of his T-shirt to fashion a rope which he used hang himself. Police made the discovery some time around 15:00 hours on that fateful day while they were escorting another man to the lock-ups.
According to a statement which was issued by the police following the incident, the man they were escorting refused to enter the lock-ups after seeing Sawh hanging from the ceiling.
Sawh’s body was immediately cut down and rushed to the Georgetown Public Hospital where he was pronounced dead on arrival.
Sawh was arrested earlier in the day for questioning into the alleged theft of car battery in the area.
On July 27 last, the lengthy coroner’s inquest into the death of Sawh came to an end at the Cove and John Magistrates’ court.
The presiding Magistrate concluded that the rank who arrested Sawh was responsible for his death.
Kennard said that the authority is awaiting advice from the Director of Public Prosecutions on the next move as it relates to charges.
In the meantime, Kennard said, the PCA is continuing its mission around the country as so far for the year there have been visits to Linden, Moruca, Port Kaituma and New Amsterdam. Other areas soon to be visited include Bartica, Mabaruma, Anna Regina and Wakenaam.
