The Heads of the Joint Services are to meet to discuss the differing disciplinary procedures and make necessary recommendations to the Defence Board in this regard.
As such in the face of the recent misfortunes of the Guyana Defence Force Chief-of-Staff, Commodore Gary Best led discussions on a range of issues related to effective Command and Leadership within the Joint Services. The Chairman of the Joint Services met with the Heads and Senior Officers of the GDF and its sister Services on September 1 at the Officers Mess at Base Camp Ayanganna.
Prior to Tuesday’s meeting, the Chief-of-Staff had visited the GDF’s main Bases where he held similar discussions with the Force’s troops, and addressed similar issues with the Senior Officers of the GDF.
These discussions, in the wake of the unfortunate incident of two weeks ago, directly addressed the concerns of the forces leadership with its current realities. It particularly focused on the maintenance of order, discipline, and its traditional high standards.
Commodore Best spoke to the issue of leadership and other issues surrounding their respective organisations in light of the negative press and the actions by some of their members which sometimes feed the negativism.
Also, at Tuesday’s meeting, the Chief-of-Staff directly addressed what was recognised as a definite command and leadership deficit. He noted that while Senior Officers of the Joint Services hold command positions, they seemed to be failing at providing leadership as is required and mandated through their Instruments of Commission.
Commodore Best called on the Joint Services seniors to provide and display leadership and indicated that although it can be deemed an individual organisational responsibility, in the context of the Joint services, it must be approached through collective action.
Leadership, he said, has to be results oriented and he emphasised that the Services cannot be indolent in their approach to incidents reported to them by the public and from within the Forces themselves.
He explained that results oriented leadership was based on nothing less than the maintenance of discipline and he called on the Officers to ensure that when there is need for disciplinary action, it must be swift and decisive.
