Death at Camp Street Prison…
The Ministry of Home Affairs says it is disturbed over the death of prisoner, Nave Beharry, who was discovered in his cell, at around 07.00 hrs, on Friday last at the Georgetown Prison.
Beharry who was a remand prisoner, was deemed as being of unsound mind, and was in a cell with three other prisoners, who were also said to be mentally ill.
According to a press release, the Ministry has since discovered, with much regret, that the Prison Authorities were in breach of the Prisons Act, as well as the United Nations Standard Minimum Rules for the Treatment of Prisoners, dealing with the Prisoners of Unsound Mind, and Insane and Mentally Abnormal Prisoners, respectively.
In light of this, Prison Authorities were instructed to take immediate steps to deal with other prisoners deemed to be of unsound mind, insane and mentally abnormal, until the Ministry of Home Affairs, in collaboration with the Ministry of Health, work out the modalities for the detention of these prisoners.
The Guyana Police Force has been asked to investigate Beharry’s death and to submit a report within 24 hours.
Meanwhile, the Ministry is also disturbed about the death of convicted prisoner, Dwayne Archibald, who died on August 20, 2009, reportedly of stab wounds and laceration to the head.
This matter is also under investigation by the police.
The Ministry of Home Affairs while conveying its sympathy to the relatives of the deceased, said that it remains supportive of the Prison Administration, whose responsibility it is to ensure the safety of prisoners in its custody.
However, the Ministry stated that it will not condone breaches in prison rules and regulations, which place at risk, or imperils the life of persons incarcerated.
