The Land Court on Brickdam is supposed to address concerns of land claims and processing of land titles, thus, the facilitating of Transports to land owners.
Part of this operation, I would like to believe, is done at the Lands and Survey Department at D’Urban Backlands.
I lived my early life at a village in Demerara and as a child I can still remember that villagers were asked to submit to a land surveyor (with a Chinese name) all their land titles. This surveyor met with these land owners at the Atkinson Field Police station (now Timehri Police Station)
I don’t know what the purpose of this was, but someone claimed that this was done for the purpose of surveying the land.
On to this day my parents have not received back their Transport. My father has since died, my mother is in her eighties and some of my siblings have migrated.
About 10 years ago I visited the Land Court and met with a very understanding individual, who knew all about the land in question and the name that I gave him but he could do nothing further without getting some information from D’urban Backlands. He gave me the name of an individual who worked there and whom I should reach.
Disappointingly, he was not at work, he was on leave. However I was approached by someone to whom I related what information I was seeking. I was informed that I have to pay $100, which I did, for a clerk to check the files. This was arranged in catalogue format. This took the clerk about two minutes to check and she informed me that no information as requested was there. To get her to double check, I paid another $100 and the checking process and result were the same.
This proved to be a dead end. I was not prepared to travel back and forth from Brickdam to D’urban Backlands so I allowed the matter to rest until now.
I am greatly concerned about the length of time land issues/matters take to be concluded at the court. This is not a matter of disputed land, it is just that if the Transport was needed for information purposes, then this should have been returned to its owner. Far too many cases are known where land issues take forever to be addressed.
I would like the Minister responsible for such matters to address same. The unsettled issues must be addressed forthwith. I also hope that the system of paying the clerk to check for information is not there anymore, because I believe that these clerks are being paid a salary to be there. I also believe that when someone is on leave, system must be in place that others can function in his/her capacity with equal result.
