The Ministry of Labour in its drive to ensure not only labour laws are enforced but that changes are introduced, has put forward that an amendment be made to the Trade Union Recognition and Certificate Act. The proposal was approved by Cabinet on Wednesday last.
In an interview with the Government Information Agency (GINA), Minister of Labour, Manzoor Nadir pointed out that this change is aimed at making the Act more democratic. The Guyana Trades Union Congress (GTUC) does not recognize all unionized workers with its membership being only 15,000, while the Federation of Independent Trade Unions of Guyana (FITUG) boasts a membership of 35000.
According to Minister Nadir, the amendment of the Act allows for the recognition of the most represented of workers since it puts more democracy in the labour movement and speaks on the behalf of all workers.
Cabinet has also approved a new Trade Union Recognition and Certificate Board which will be effective from next week, Minister Nadir said.
The mandate of the Board allows for new provisions for the appointment of the members of the Trade Union Recognition and Certification Board (TURCB). It calls for the Minister to appoint three members (each) from the most representative organizations of employers and workers. In the past the TURC Act recognized the Guyana Trades Union (GTUC) Congress as the representative body for workers. The establishment of FITUG which is among the largest unions has made it necessary to also consult with that body.
The Minister of Labour has asked FITUG to nominate two persons and the GTUC to identify one. Full submissions were received from the Consultative Association of Guyanese Industries (CAGI) and FITUG. (GINA)
