The Georgetown municipality is seeking Government’s fiscal and other support in transforming the municipality into being Citizen-centric in its service delivery.
On Tuesday, officials of the Georgetown municipality met and shared discussions with Local Government Minister, Kellawan Lall. These officials have since presented Prime Minister, Samuel Hinds with a Georgetown City’s ICT Transformational Blueprint, prepared by IT specialist, Polaris, out of India.
Undertaken by the Department of Information Technology of the Georgetown Mayor and Councilors, the ultimate objective, with the help of the Polaris Company, is to transform the Georgetown Municipality into a showcase municipality for e- municipal governance for Guyana and the Caribbean region by 2011.
Waynewright Orderson, Head of the Department of Information Technology, told this publication that the meeting is aimed at integrating the City Administration’s desire to possibly have the Georgetown Municipal ICT Transformational Plan “Plan IT’ into Guyana’s National Information and Communication Technology (ICT) Strategy.
Once integrated, it would be in the context of other municipalities and Neighbourhood Democratic Councils, collaborating and benefiting from Georgetown’s technological advancement.
He said that many of the municipalities; though smaller, have similar systems and processes in the delivery of public health services, city engineering, city policing, solid waste management, financial management etc.
Orderson added that if considered, this process would remove the largely manual systems, and as opposed to bearing the cost and effort of developing these modern technological systems, these municipalities can access the cutting edge ICT systems that the Georgetown Municipality will be deployed as part of its E-Municipal Governance initiative.
The Polaris team left Guyana on Wednesday after completing engagement Booting-Up and Management Interviews and also observed the Target State Requirements. They also gained an understanding of the current state and Gaps, process Architecture Design and validation.
Further, they focused on the municipality’s Technical Architecture Design, completed gap analysis and evaluation of options, created a roadmap that validates and creates baselines and finalised the blueprint which they presented to the Prime Minister.
