Talks will be held next week to determine when the Guyana Government will restart negotiations with the British Government on the US$4.7 million security pact the British have committed to funding.
The negotiations collapsed when the government’s chief negotiator, Dr Roger Luncheon, accused the British of trying to hijack the management of the pact, formally called the Security Sector Reform Action Plan (SSRAP).
Following his weekly post-Cabinet news briefing, Dr Luncheon told Kaieteur News that talks will be held next week to determine when the negotiations will start again, “throwing through the window” the disagreement on the implementation of the plan. Next week’s meeting is meant merely to set a date for the restart of those negotiations.
According to Dr Luncheon, there is no need to return to the drawing board, since in December, 2008, both sides completed a plan that was acceptable to both parties, covering policy, strategy and the way forward. But Luncheon said the “fatal flaw” in the reasoning of the British “partner” in the management of the implementation came after the agreement was finalised.
He said that the demands of the British in managing the implementation of the plan were far from mutually acceptable, but now there is sufficient commitment to put that disagreement aside and move forward.
Dr Luncheon had asked President Bharrat Jagdeo to be relieved of his duties in the negotiation process when the disagreement arose. Luncheon had lost faith in the process and said he was convinced of ulterior motives on the part of the representatives of the Government of the UK.
His statement had come a day after British High Commissioner Fraser Wheeler accused the administration’s bureaucracy of delaying the implementation of the plan.
The SSRAP promises to improve forensics, crime-intelligence and traffic policing and improve police operations in crime hot-spots.
