Let us look at Mr. Clarence F. Ellis’ letter in the Kaieteur news on June 2, 2009, with the title, “An open letter to President Bharrat Jagdeo”.
Mr. Ellis demonstrates a lot of concern for his home country which is most commendable.
However, Ellis is forgetting one important point, that is, who will pay for all his proposals?
We know that Mr. Ellis means well, but should he examine the 2009 budget, he will notice highlights in detail of a number of ventures for infrastructure expansion and modernization, inclusive of roads and bridges; air and river transport; sea and river defence; drainage and irrigation; power supply and distribution and agriculture. Over $17 billion was strategically allocated toward the expansion and modernization of these infrastructure projects.
I understand Mr. Ellis’ concerns, but just as how he numerically organised his proposals, I would like him to outline his sources of funding for his proposed projects. Then maybe, Mr. Ellis can ‘talk business.’
The National Procurement and Tender Administration Board (NPTAB) is the governing authority for the processing and approval of tenders. Contractors are contracted in accordance with the protocols of the NPTAB. Well, I am not aware that only Party subscribers are beneficiaries of tender approvals; because even a cursory glance at approved contractors on a monthly basis will surely demonstrate a mixed bag of contractors. Can Mr. Ellis provide the names of contractors who are Party subscribers? This will help to correct any existing anomalies.
“Unemployed Africans in Charlestown, Albouystown and Ruimveldt will be able to combine their energies with efficient composting to produce organically grown vegetables that they can sell overseas even in these depressed times.” I believe there are unemployed people in other areas as well. What should we do with them?
This statement is crude and seems to label our unemployed African brothers and sisters as only vegetable growers; once again, the character of our Afro-Guyanese has been put down by another Afro-Guyanese. Who authorised Mr. Ellis to speak on behalf of these unemployed Africans in Charlestown, Albouystown and Ruimveldt?
Guyana is a developing nation, where ordinary people strive to do better amid a global economic and financial crisis and other external economic shocks. The discontentment never ends.
