The proper functioning of the Mayor and City Council of Georgetown (M&CC) is in limbo to some extent even as municipal officials await the formal unveiling of the content of the Commission of Enquiry report.
In a recent interview with Kaieteur News, City Mayor Hamilton Green said that although he appreciates the thorough investigative approach undertaken by the Chairman of the Commission, Keith Burrowes, certain aspects should have already been completed.
The enquiry was ordered by Minister of Local Government and Regional Development, Kellawan Lall, after the 2007 Auditor General Report indicated that there were financial irregularities and mismanagement within the municipality.
Town Clerk, Beulah Williams and City Treasurer, Roderick Edinboro, were subsequently sent on leave following the revelations in the report.
However, the investigation into the findings of the report by Burrowes and his support team also focused on the entire operation of the Municipality.
But according to Mayor Green, although
“tremendous” work has been done, he would have preferred that the allegations be dealt with immediately and separately.
“I cannot deny that Burrowes has done a good job. He has done a tremendous job but I still think that the fate of the officers should have already been known. If I had my way, that process would have been completed a long time ago…”
However the Mayor noted that it has been Burrowes’ decision with the support of Minister Lall to take on a holistic approach to the enquiry, which commenced last September and was reportedly completed recently.
This report is said to contain numerous recommendations about improving the Municipality and also deals with the fate of the two implicated officers. It has reportedly been presented to Minister Lall.
In the meantime, Mayor Green revealed that the two implicated officers continue to receive their salaries.
Among other suggestions in his three-volume report,
Burrowes has reportedly recommended some stark changes, which will affect several departments in the Municipality.
Reports are that one of the critical areas that will have to be addressed in the institution, is the issue of governance, thus the urgency of the Local Government elections is among the areas, which is likely to be emphasised.
