With Trinidad and Jamaica in the lead, gang violence and its rippling effects in the Caribbean, are among the many risk factors that drive criminal activities at the regional community level.
However, regional police commissioners and their representatives plan to create a template intervention to deal with the chronic problem of violence and crime against the world and the region regarding gang violence and the rippling effects.
“There is no silver bullet to deal with crime” says President of the Association of commissioner of police, Darwin Dottin, but following country reports made by commissioners at the conference, the conclusion is that some are quite encouraging” and show progress in dealing with some of these issues.
During a meeting last year, it was announced that crime was at an unacceptable level in the region and a plan of action was devised to deal with this subject and homicide rate was among the areas addressed.
Dottin said, “In some countries the homicide rate thus far has drastically reduced. Admittedly he noted that some problems remain but commissioners through their forces will be redoubling efforts to treat with these matters.”
He recognised that to deal with external matters of crime and violence police forces need to be prepared, resourced and have the capacity to deal with the matters at hand as was discussed in great detail.
Dottin said that current conditions to facilitate training can best be described as “ad hoc”.
Also highlighted was the need for more thorough, permanent methods of providing training for officers and Commissioner Dottin said some proposals will be taken forward to use available resources in the region.
These will be augmented by the region’s police forces partnering with some international agencies including the national organization of Black law enforcement executives who were represented at the conference.
They pledged to work with the forces in the region to devise some training opportunities and solutions as did officials of the International Association of Chiefs of Police (IACP), one of the largest police law enforcement executives’ organisations.
Further, the Federal Bureau of Investigations (FBI) has also outlined some training opportunities that are available this year and next year. The police will also be taking advantage of these, he said. Dottin, speaking for all the commissioners at the conference, were elated at the developments of the many offerings for training.
