Dear Editor,
I wish to respond to Ms. Marissa Lowden’s letter titled “Clinton Urling ‘out of touch’ with ‘brain gain’ concept.”
It wouldn’t take one who is following the discussions to realise that this exchange has now degenerated into silly season. I really don’t know if I should respond, because her letter just repeats and “cut and paste” the same illogical and adhomenin attacks as the previous ones. However, I couldn’t let the following arguments pass.
If being “in touch” means to believe that the migration of skilled human capacity poses no serious problem to Guyana’s development, then by all means call me out of touch. Moreover, since when is providing empirical evidence, as opposed to anecdotal, considered to be babbling? It is because of the evidence gathered from those who participated at the Presidential Summit on Private Sector Development that brain gain strategies became an initiative of the National Competitiveness Strategy.
Most of the participants felt that brain drain was a significant enough problem that strategies were to be developed to address the scourge. Maybe the UNESCO Newsletter that Ms. Lowden keeps referring to has included within its pages, a study that shows the positive effects that brain circulation has had on Guyana. If that’s the case, then I would be delighted if Ms. Lowden can share the contents with your readers. If not, then guessing would get us nowhere.
I wish to end my correspondence on this matter here (unless Ms. Lowden provides new empirical evidence that brain circulation has an enormous positive impact on Guyana) because it seems that no amount of rational discussion will convince Ms. Lowden that her inclination might be erroneous.
