Commissioner-General of the Guyana Revenue Authority (GRA), Khurshid Sattaur, in a press statement, has said that once the newly implemented electronic motor vehicle licensing system has been perfected, the Licence Revenue Office will have full control over who gets a licence and who would not, since the licence itself is linked to the vehicle registered.
“If you are not registered in the system then you cannot get a licence,” Sattaur said.
He added that with vehicle licensing system, motor vehicle owners can acquire their license in as little as 5 minutes.
The Licence Revenue Office sells about 500 licences per day.
The new licence system will also ensure that people in possession of illegal vehicles finally pay the necessary taxes on them. Sattaur said that he is confident that the new system will not only benefit the overall good of the Guyanese public, but also the revenues.
Sattaur said that the new system is better than the old, manual system, which often allowed for a lot of irregularities. These irregularities, he said, are largely due to persons who bring vehicles from Suriname and Brazil, changing ownership of vehicles not properly registered, and changing engines, chassis, colours and categories.
According to Sattaur, the new machine-readable road service licenses will help the GRA to identify false number plates. “We are helping to stamp out corruption. We will find those who are trying to defraud the system,” said Sattaur.
He added that, at present, many persons are using false licence and smuggling vehicles into the country.
The GRA Commissioner-General also spoke of a swindle, which has been going on for a number of years, and which saw certain printeries churning out official GRA licenses and selling them for less that nothing.
With the new system in place, Sattaur said that he was confident that this illegal practice would stop. The new system is supposed to have so many security features that it is almost impossible to duplicate.
“If someone tries to duplicate the new system, it would be immediately detected”, Sattaur said.
The deadline for acquisition of licences is June 22, 2009.
