Lawyers from the Attorney General’s Chambers and prosecutors from the Guyana Police Force are currently benefiting from the expertise of British Queen’s Counsel Paul Garlick in various aspects in the criminal law.
The programme commenced yesterday at the Felix Austin Police College and is designed to enable prosecutors to become more au fait with major procedures in criminal law practices.
It comes at a time when the police prosecutors are facing the increasing challenges of high-priced, highly qualified defence attorneys in the practice of their day-to-day work.
The British legal expert will be dealing with cyber crimes and areas in criminal law in which local prosecutors are at a disadvantage.
Additionally, the participants will be lectured in the areas of money laundering and corruption which will form the major part of discussions for the remainder of this week.
Next week’s topic will encompass civil justice.
While terrorism is not a major topic for discussion, the Queen’s Counsel told this newspaper that it will feature during the programme.
“Terrorism will be part of what we’re dealing with but it’s not specifically within our brief. We’re dealing really more with things with which the prosecutors here will have to deal with on a day-to-day basis,” Garlick told this newspaper. Domestic violence, which has become a day-to-day issue in local prosecution, will also be dealt with during the programme, but not as a specific issue.
The British Queen’s Counsel’s visit to Guyana was at the invitation of the Director of Public Prosecutions Shalimar Ali-Hack and Justice Claudette Singh. It is hoped that upon completion of the programme, police prosecutors and those from the Attorney General’s Chambers will be better equipped to effectively prosecute the increasing criminal matters engaging the court.
