Let us rather be our children’s keepers

Dear Editor,
The PNCR is right in questioning the efficacy of the Domestic Violence Act of 1996 and its offshoot programmes given the frequency and brutality of family crimes today.
Laws by themselves, indeed, do nothing until their implementation through institutional frameworks, confidence in those systems become pervasive and there is a cultural acceptance of the values embodied in them.

I recommend forthwith therefore, that family courts be set up across the country with effectual jurisdiction; safe homes be sought, inspected and monitored; relevant law enforcement training be provided to police officers on an ongoing, consistent basis; a serious and current national public registry of convicted perpetrators be established and made freely and easily available; a curriculum of family and civic values be developed and implemented in all secondary schools to include safe, effective role playing; the building of permanent partnerships with public and private stakeholders in getting the message across that it is wrong to hit in anger or keep in fear and an autonomous body be set up to make annual reviews of the progress, and I stress, progress of our work.

It is imperative that we act well and act now, lest we lose subsequent generations to the agonizing fears of universal self destruction. Let us rather be our children’s keepers and so share in the rewards of peaceful retirement. I am convinced that given the huge amount of money flowing in to the VAT and the country-wide, palpable urgency over the matter, the impetus is there for a determined change; and yes, we can!
