Dear Editor,
Sometime ago President Bharrat Jagdeo made an announcement to this nation with regards to ‘Temporary Tax Cost of Living Allowance’ which will be payable to all public servants whose salary is below $50,000.
Further a circular # 4/2008 dated May 9, 2008 was sent out by Mr. N Rekha, Finance Secretary within the Ministry of Finance in which agencies were required to submit their request for funds for all eligible persons from their respective organizations.
The Bureau of Statistics was one such agency, which has approximately 52 such persons i.e. whose salary is $50,000, even with 5% increase, and submitted all relevant information to the Ministry of Finance upon request.
Mr. N Rekha, Finance Secretary of the Ministry of Finance has issued to my agency an approval to pay only the 5% increase and in bold underlined words the Bureau of Statistics must pay ‘No Cost of Living Allowance’ to its employees.
Consultations were made as to why we were not eligible from the management of the Bureau of Statistics and the GPSU which represents the employees but to date, no one can say why in the month of January 2009 public service agencies got the $4000 cost of living allowance added to their salaries and those persons above was given 5% increase again.
The Bureau of Statistics was not eligible for this.
I write you today with a heavy heart to seek redress on this matter since everyone knows that the cost of living is unbearable for all of us and the employees of the Bureau of Statistics need this money. Minister Benn, please look into this matter for us.
