The Guyana Horseracing Authority recently held its elections and Businessman Vickram Oudit was reelected unopposed as president. The election was held at the Guyana Horseracing Authority (GHRA) office at No.6 Bel Air, West Coast Berbice.
New comer Khemraj Rai takes up the position of Vice President while Ghansham Singh retained his position as Secretary; Francis ‘Chico’ Chichester also retains his position as the Treasurer.
The following persons were elected as Committee members or representatives of their respective clubs on the GHRA namely: Roopnarine Matadial, who will represent Kennard’s Memorial Turf Club; Collin Elcock will look into the affairs of the Ryan Crawford Memorial Turf Club & Sports Facilities; Senior Council Marcel C. Crawford has responsibilities for the Port Mourant Turf Club; Secretary Ghansham Singh also represents the Norman Singh Memorial Turf Club, while Amarnauth Kirtipaul will handle matters concerning the Anjue & Hamlet Turf Club.
Those elected as stewards for this year were Roopnarine Matadial, Francis Chichester Lionel Moonsammy, Bobby Vaughn, Newbern Pompey and Quacy Henry.
The classification committee is comprised of Senior Council Marcel Crawford, Ram Matadial, Lionel Moonsammy and Amernauth Kirtipaul. Dr. Dwight Waldron remains the Veterinary officer of the Authority.
The meeting was attended by representatives from all the race tracks registered with the GHRA.
During the meeting the Presidents, Secretary Treasurer and Veterinary Officer’s Report for 2008 were all presented.
During the meeting it was learnt that a document was being prepared by Senior Council Marcel Crawford, who is the legal advisor of the GHRA, which is to be signed by all of the affiliated clubs as soon as it is completed which will make them legally affiliate to the GHRA.
It was also learnt that Mr. Crawford has donated a copy of ‘Certificate of Registration’ and ‘Racing Authority Covering Certificates’ of Trinidad & Tobago to the GHRA which will be used by the association to assist with the preparation of the Studbook and stallion Register for the authority. It was also disclosed that Crawford has also donated descriptions of jockey colours that could be used by the GHRA.
The senior council who has been associated who has been associated with the game of Horseracing since 1948, some 60 years ago, has also advised that representatives of Trainers, Owners and Jockeys’ Associations must be incorporated into the document.
Mr. Oudit in his speech thanked the members for electing him to the presidency for another term. He implored clubs to cooperate with the GHRA so that the achievements for 2008 will not be lost and to take the game forward.
He encouraged Turf Clubs to provide adequate and competent stewards on race days and a secure room to be used to hear all objections.
Some decisions made at the meeting included; jockeys licensed in the GHRA would not be allowed to ride at an unrecognized race meeting, except if that race meeting is a bonafide Gymkhana, which is held for charitable purposes. Failure to comply could result in the jockey being permanently banned from riding at any race meeting run under GHRA rules.
Horses will also be sanctioned if they participate in such unauthorized events. The Secretary of all race Clubs affiliated with the GHRA will have to submit its provisional programme for each race meeting which must be approved by the authority before its circulation. The clubs are also expected to pay to the Treasurer of GHRA the sum of $15,000 which amount will be revised annually.
Before the meeting ended the various clubs were allocated racing dates which are as follows:
Kennard’s Memorial Turf Club will have races on the 15th March, 17th May, 23rd August and the 25th and 26th December.
The Ryan Crawford Memorial Turf Club has the following dates– 29th March, 5th July, 27th September and the 1st of November.
Port Mourant Turf Club has been allocated dates on the 12th April, 1st and 2nd of August and the 29th November.
The Norman Singh Memorial Turf Club will go racing on the 1st March, 19th July, 18th October and the 13th December.
The Anjue & Hamlet Park Race Club will have their races on the 26th April, the 4th October, the 6th September and the 15th November.
There has been no allocation of dates for the Rising Sun Turf Club which is still presently sorting out its differences with the GHRA.
