No approval was issued for the drilling of a well or the abstraction of water to the residents in Grove Housing Scheme.
Yesterday, the Hydrometeorological Service stated that no approval was issued to the owner of Lot 52 Third Street, Grove Housing Scheme, East Bank Demerara who was digging a well in his yard on Tuesday, who caused pandemonium after hundreds of gallons of water and mud spewed more than 40 feet into the air, blocking the roadway.
In a statement issued yesterday, it was noted that under the Water and Sewerage Act of 2002, a Drilling Permit and license to abstract water must be obtained from the Hydrometeorological Service, Ministry of Agriculture before the construction, modification or abandonment of any well.
Before drilling, persons have to apply and provide documentation showing that the Guyana Water Inc is unable to supply the water for which the well is being drilled.
Persons who do not comply with regulations, according to the Water and Sewerage Act of 2002 can be fined a maximum of ninety thousand dollars and imprisonment for one year.
On Tuesday morning, chaos broke out in Third Street, Grove, after the partly-completed well erupted.
Houses several meters away from the eruption were coated with mud.
The owner of the house was forced to smash holes into the walls of the fence to allow the sludge to escape.
The disaster occurred at around 10:30 hrs and the fountain only stopped gushing at around midday.
The cost for installing the well was $3.2 M.
