More than $1.8 billion have been budgeted for the operation, modernisation and strengthening of the judicial system this year.
The 2009 Budget also has provisions for establishment of a Family Court and a comprehensive backlog reduction plan.
Finance Minister Dr Ashni Singh said that the Family Court is a key element in the reform of the justice system.
According to him, the court will be established as a division within the High Court, and is expected to result in more timely, sensitive and effective resolution of matters, including those related to marriage and children; and will complement the extensive overhauling of legislation affecting children.
In addition to continuing the upgrade of facilities, a number of initiatives will be implemented for modernising justice administration and the environment in which the courts operate, with the objective of ensuring more timely dispensing of justice, the minister added.
According to him, the implementation of new civil procedure rules will bring into effect a process that is expected to reduce the length of time from filing to hearing of a case. “These rules are currently receiving the benefit of consultations.”
In addition, Minister Singh said, the introduction of case management conferences will result in improved case flow.
The development of a comprehensive backlog reduction plan will be done, he stated.
According to Minister Singh, this year will also see the strengthening of accountability in the judicial system, with the implementation of a Judicial Service Commission Act and Code of Conduct, which will include the establishment of sanction provisions, mechanisms for filing of complaints, and timeliness guidelines.
In addition, a plan will be prepared to strengthen the functional and operational relationship between the Director of Public Prosecutions (DPP) and the Police Force, including a timeline for the DPP to assume responsibility for indictable and narcotics cases, the minister said.
