Ministry dissatisfied with private security entities’ input in draft Bill

The Ministry of Home Affairs is moving ahead to have a draft Private Security Services (Regulation) Bill tabled in the National Assembly, despite what was described as the non-cooperation of representatives of the Guyana Association of Private Security Organizations (GAPSO).
A release from the Ministry stated that GAPSO has failed to fulfill its responsibility as a stakeholder in the consultative process to help bring consultations on the draft Bill to closure.
On February 6, 2008, the Ministry of Home Affairs held consultations with representatives of 25 local Private Security Service organizations.
These consultations were held at the Carifesta Sports Complex, Carifesta Avenue, with the purpose of realizing a draft Private Security Services (Regulations) Bill.
Following the exchange of views, it was unanimously agreed that a six-man group of persons comprising representatives from GAPSO, the Guyana Police Force, the Attorney General’s Chambers and the Ministry of Home Affairs would meet to complete the consultations by July 2008.
Since that time, persistent efforts were made by the Ministry of Home Affairs to conclude the work of the six-man group but to no avail.
In the circumstances, the Ministry of Home Affairs said that having exerted every effort over the past six months to complete this exercise, it had no other alternative but to proceed with other necessary steps that will eventually result in the draft Bill being tabled in the National Assembly.
