The United Nations system in Guyana has not had a Resident Representative/Coordinator since May and there is no clear indication when one will be appointed.
An official of the United Nations Development Programme, who spoke with Kaieteur News on the basis of anonymity, said a new Resident Coordinator may be posted in Guyana by the end of the first quarter of this year.
The last Resident Coordinator was Senegalese Aboubacry Tall. He has since left the UN system and has returned to his home country and joined a Non-Governmental Organisation.
Guyana often faces considerable hiatus in the appointment of a new Resident Representative as was in the case before the appointment of former representatives Richard Olver and Jan Sorensen, and then Tall, the official said.
This often has to do with general conditions in the country. For example, Tall had chosen to leave his family in the U.S instead of bringing them to Guyana, as the schools here were hardly desirable for the children of the diplomat to attend, the official said.
The representative of the Pan American Health Organisation, Dr Kathleen Israel, was designated Acting Interim Resident Representative with Tall’s departure.
The UNDP has been operating since 1952, collaborating with the Government in pursuit of its national goals.
The UNDP currently focuses on four areas, namely Democratic Governance, Poverty Reduction, Crisis Prevention and Recovery, and Energy and the Environment.
This is the penultimate year for the current Development Assistance Framework with Guyana.
The Framework is the UN system’s strategic plan for contributing to the Guyana Government’s National Poverty Reduction Strategy and to Guyana’s progress towards meeting its commitment to the common global agenda for making the world a better, more peaceful and secure place for all humanity.
Each of the commitments, goals and targets are embodied in the Millennium Declaration and the eight Millennium Development Goals.
