There was an exchange of letters in the print media regarding an unfinished culvert at Hope West, Enmore.
The contractor, in his contribution, referred to the Enmore-Hope NDC’s lack of funds to meet additional costs for structural changes and the Council’s removal of “materials” from the scene, thus preventing back-filling of the culvert.
The contractor back-filled the culvert with clay-earth alone, thus making it impassable by foot or vehicle. The contractor has a Bill of Quantities which requires him to “provide, place and compact sand-loam 6” thick above the culvert in a mixture of 60/40″. Not a grain of sand or loam has been put on the culvert by the contractor.
The NDC removed materials which have been dug out from the culvert because the materials contained broken fiberglass, rotten wood and other debris unfit for back-filling. The Council anticipated that the contractor would have re-used the materials. The contractor used fresh earth which was provided by the NDC. The NDC invites the media to visit the site, in the interest of public concern. We are emphatic that the contractor did not adhere to the conditions and specifications of the contract.
In relation to the NDC’s lack of funds, it should be noted that sufficient funds are available, and have been approved under Government’s annual subvention and not the NDC’s treasury. However, the NDC should have recommended that payments be made to the contractor before he was paid. The contractor, however, received payment in November 2008 without recommendation from the NDC. This speaks for itself.
Because the culvert has been impassable since October 2008, a temporary by-pass street is now damaged, resulting in additional expenses to the NDC.
The NDC hopes that the contractor is guided accordingly.
