Opposition to Top Cop’s appointment irks Luncheon

Government’s chief spokesperson, Dr Roger Luncheon, has suggested that Opposition Leader Robert Corbin put his money where his mouth is in challenging the appointment of Police Commissioner Henry Greene.
Greene was sworn-in as Commissioner on December 31, 2008, after acting as Commissioner since July 2006.
Corbin said that the appointment of a Commissioner of Police without the constitutional requirement of consultation was yet another flagrant breach of the Guyana Constitution by President Bharrat Jagdeo, “for which he will eventually be required to account to the people of Guyana.”
“There is no doubt that the programme of the Government has resulted in the loss of public confidence in the integrity, trustworthiness and competence of the leadership of the security forces,” Corbin charged at a press conference at his party’s Congress Place headquarters.
Luncheon, however, told reporters yesterday that if the Opposition Leader has “formidable evidence” that the constitution was ignored or compromised in the Government’s appointment of Greene, then, in addition to “making noises in the press,” a definitive intervention would be to get a ruling from the court.
Corbin, at his press conference, also attacked the other appointments in the Police Force.
“The willingness to comply with the wishes and whims of the Administration seems to be the major guideline and qualification for appointment of the leadership of the security apparatus,” he said. He added, “This can only continue to undermine the morale of those members of the security forces who wish to perform their duties professionally and in the public interest.”
Corbin charged that the public is now “confronted and affronted” by the appointment of Mr. Steve Merai as an Assistant Commissioner of Police.
He said there were serious allegations about Merai, for which no investigation or inquiry was held.
“In such circumstances, it is outrageous that the Police Service Commission could sanction such a promotion.
“The Guyanese public deserves an explanation, particularly in the context of the precarious state of crime and security in Guyana,” Corbin stated.
