Dear Editor,
The statement attributed to Dr. Luncheon, as reported in the Kaieteur News of December 27, 2008, that the Government has no money to make Regions 4 and 5 “flood proof,” must have come as a colossal blow to the hundreds of thousands who live and work in these two coastal regions.
In fact, over half of Guyana’s population can be found in these regions, and so their relative value and importance cannot be overstated.
Today, many are losing their crops, their livestock, their homes, and are under threat of contracting diseases and ailments.
Given his candour, Dr Luncheon should now go on to say to the people when it was realised that there was no money to do this.
To date, there has been no proper audit and account of the money spent during and after the 2005 flood, including the millions in foreign currency and equipment that came from other nations and international agencies.
After the tragedy of 2005, one would have thought that a commonsensical approach would have been adopted to remedy the situation on an incremental basis, so that by December, 2008, we would be well on our way to having the problem solved.
Alas, we learn that this is not the case and that an ad hoc approach is the preferred method. Dig here and dig there, and to hell with the people.
Since 2005, this Government has chosen to pursue massive investments and financial outlays on World Cup Cricket, the Skeldon sugar factory, CARIFESTA X, and even now is bidding to host the ICL’s 20-20 tournament when other countries are saying they can’t afford it.
How can we reconcile the fact that the Government can find money for these other facilities and events, but at the same time say to the hundreds of thousands of affected people that it cannot afford to take care of a problem that befalls them annually, and is worsening?
One would have thought that on President Jagdeo’s many, many overseas visits, the issue of financing for fixing our perilous drainage and irrigation situation would be at the top of his agenda. Apparently his advisers think otherwise.
Dr. Luncheon’s revelation now tells us that the PPP/C Administration does not see the constant flooding, or its better known propagandistic euphemism, “accumulation of water,” as a priority. This is beyond sad; it is criminal.
