Municipal workers may be eligible for a 14 per cent retroactive pay package based on the verdict of the recent compulsory arbitration process, which was brought into effect by the Ministry of Labour.
This occurred because of the deadlock status of wage negotiations between the Guyana Labour Union (GLU) and the Mayor and City Council of Georgetown (M&CC).
After weeks of deliberation, the verdict was finally reached yesterday when the final hearing into the matter was held at the Library of the Supreme Court.
This newspaper was reliably informed that at the final hearing it was recommended by the panel of arbitrators, one of them being Justice Prem Persaud, that a seven per cent increase for 2007 and a further seven per cent 2008, the period for which the wage negotiation was intended, would be adequate.
A formal disclosure of the verdict is expected to be publicised shortly.
The GLU, through its General Secretary, Carvil Duncan, had been lobbying for a 10 per cent increase for both years for the workers it represents.
Duncan, in an earlier interview with this newspaper, had expressed optimism that the matter would go in favour of the union where workers will be eligible for a 20 per cent increase representing 10 per cent for 2007 and another 10 per cent for 2008.
It was pointed out by him, too, that the arbitrator would in fact be bound to rule in favour of the union since the council had, since earlier this year, paid about 40 per cent of its workers, primarily officers, a 10 per cent increase for 2008.
Duncan pointed out though that it is possible that the panel of arbitrators could argue that the 10 per cent that was offered to the other workers represented by another union for 2008 is the amount the council is able to pay the workers.
According to Duncan, the matter could have been easily solved if the municipality had simply paid 10 per cent to all workers earlier this year rather than await the completion of the arbitration process.
As such he had noted that even if the process sees the workers receiving 10 per cent for 2008 and about 5 per cent for last year, it would be satisfactory enough for the union to accept.
He had noted too that should the process not go in favour of the union, there is a likelihood that the union will appeal in the interest of the workers.
