Following public consultations held with representatives from the Chinese, East Indian and Amerindian communities between June and July, the Ethnic Relations Commission (ERC) on Wednesday handed over the reports to the National Assembly at Parliament building.
Although these consultations were held, the ERC received no response from the Portuguese and mixed race groups.
Chairman of the ERC, Bishop Juan Edghill, noted that while two prominent members of the East Indian community had reported for the consultations and shared their views, they failed to submit copies of their presentations and requested that the information they shared should not be recorded in writing or by audio tape.
As a consequence, the ERC agreed that their requests be respected, thus the commission had no official report to submit to the National Assembly on the East Indian consultation.
The main issues discussed during the consultation of the Amerindian community were land, health and education.
The Chinese are more concerned with the issue of dual citizenship in Guyana. Parliamentarians were urged to read the report and to take action where necessary, to improve the lives of the people in these communities.
Speaker of the National Assembly, Ralph Ramkarran, assured the ERC that the reports would be circulated to members of the National Assembly.
“It remains a matter for members of the National Assembly to study the report and to take any steps relating to the report if they wish.
They can present motions for the approval of the report, which can engender debates on the report,” the Speaker said.
He added that the reports are very important for the work of the National Assembly, while the work of the ERC is important for the country.
One of the 24 functions of the ERC is to consult with other bodies and persons in order to determine and specify the perceived needs of the various ethnic groups for the fostering of harmonious relations.
It is in keeping with this mandate that the Commission embarked on its first public consultations with members of the African Guyanese community in November 2007. This report was submitted to the National Assembly in March.
It is expected that for the New Year, the ERC will submit two special reports — the Inter/Intra Community Dialogue Report and a report on the religious leaders’ conference /religious broadcasters’ workshop.
The National Assembly will also receive the 2008 annual report from the ERC.
