The Total Revenue Integrated Processing System (TRIPS), the accounting software that is used by the Guyana Revenue Authority (GRA) to keep track of all transactions within the entity, has reportedly crashed and has been down for the past six days.
On Saturday, a senior Government official confirmed that the system was not in operation since Tuesday last, and as such, all transactions at the company had to be conducted manually.
One Government official said that technicians have been working around the clock, even working all night Friday night, to get the system back up and running. Up to news time, the system was still not operational.
GRA Commissioner-General Khurshid Sattaur in a statement yesterday acknowledged that “the GRA’s computerised systems have been experiencing difficulties”.
He asked the public to be patient with the entity while it worked to resolve the problem.
Sattaur emphasised that in the interim, the GRA has put measures in place to serve the public wherein declarants that are in possession of Payment Receipts or Assessment Notices are being asked to present the documents with some form of identification at the Revenue Accounting Section of Customs House.
He also urged declarants who have not received Assessment Notices for their lodged declarations to present their lodgment slips to the Entry Processing Unit – Query Desk to confirm the status of their entries.
‘TRIPS’ was described by the Commissioner-General, back in 2007, as modern software that the Authority employed to assist in data entry processing and analysis of revenue collection.
Sattaur had also noted that, with the introduction of the TRIPS, there would be a faster processing rate of import entries, which would translate into a faster flow of revenue, greater transparency, and since business transactions would be expedited, the likelihood of increased imports.
The Commissioner-General had revealed that four areas, namely Internal Affairs, Enforcement & Intelligence, Quality Review, and the VAT and ET Departments, lend support to the TRIPS.
GRA had implemented the TRIPS on January 1, 2007, simultaneously with the Value Added Tax.
