Local Government Reform is a crucial factor which could help to create a system suitable for the Georgetown municipality to successfully garner much needed taxes.
This is the belief of City Mayor, Hamilton Green, who recently said that the council has been engaging every possible measure to boost its revenue base in order to fulfil its mandate to the city.
And to help this process, Mayor Green said that the council had taken a decision through its finance committee to operate with a degree of flexibility to raise revenues by granting certain concessions to tax payers.
Among this, he said, was to waive certain aspects of the interest residents owe, all with the intention of garnering as much outstanding taxes as possible.
Additionally, he said that the municipality has taken several delinquent taxpayers to the court, which, according to him, is infamous for its sloth.
Mayor Green said that the municipality had some years ago proposed the implementation of a mechanism through which it could sequester properties from defaulting taxpayers.
But according to the Mayor, implementing such a measure has been hindered to some extent, thus the municipality is still seeking ways in which it could increase its revenue.
He noted that the municipality has been waiting for quite some time for the Valuation Department to join in its efforts so that properties in the city could be properly appraised.
Mayor Green said that he had written to the Ministers of Finance and Local Government so that the valuation movement could be enabled.
“We can do nothing unless the valuation department come on board to allow us to raise the property taxes,” said Mayor Green.
And according to him, too, the valuation process is essential since there are a number of residents in the city that are in fact operating “million dollar businesses” and are paying domestic rather than commercial taxes.
He said that it is the responsibility of the valuation department to agree to the increase of the tax payable.
In the meantime and in order to recover the much-needed revenue, the municipality has dispatched a team which has for some time now been inspecting various sections of the city to identify those properties that have been transformed into business places and are still paying domestic taxes.
