The Guyana National Bureau of Standards (GNBS) convened a special meeting on Wednesday with importers and distributors of new scales to discuss and finalise requirements for imported devices before they are put to commercial use.
These minimum conditions which included marketing requirements, zero settings mechanism requirements, defined values for graduations and indications, tilting, testing and sealing requirements were selected from a list of international requirements used for approval of devices to be in commercial trade.
The requirements will be implemented to address the importation and sale of poor quality scales in Guyana which quickly become defective, inaccurate and can be easily manipulated during commercial use.
At the meeting the GNBS Executive Director, Dr. Chatterpaul Ramcharran, stated that samples of scales to be imported for commercial purposes must be first submitted to the GNBS along with a copy of the Type Approved Certificate, prior to the importation of large quantities of the devices.
Scales submitted for approval without the Typed Approved Certificates will be subjected to examination and testing against the requirements.
Dr. Ramcharran also stated that as in the case of the standards development process, stakeholders are given the opportunity to agree to the requirement established, because once they are finalized, all stakeholders will have to ensure all their products meet these requirements.
Importers and distributors present were reminded by the Chief Inspector, Shailendra Rai that the onus was on them to submit their devices for approval before sales, and to clearly advise consumers on the types of scales that were for commercial and domestic use, since inspectors will continue to seize and remove domestic that were in commercial use.
Apart from discussions on the requirements to be adopted, importers and distributors present at the meeting raised concerns regarding the shortage of locally manufactured scales and masses at the unavailability of devices that are fully metric.
They also claimed that this institution was forcing them to import devices that are in dual units. The GNBS promised to work with importers and distributors to address these concerns.
After intense discussions and explanations, the necessary adjustments were made to the requirements will be implemented with effect January 01, 2009. As stated in a press release, importers were urged to raise any subsequent concerns with the GNBS regarding difficulties that they may encounter in their efforts to meet the stipulated requirements, prior to the implementation date
