Cops detain suspect
A suspect has been arrested in connection with the Sunday night shooting death of 26-year-old Environmental Officer Alicia Foster, which occurred outside her 78 David Street, Kitty home.
Acting Police Commissioner Henry Greene made this disclosure to media practitioners yesterday, even as he revealed that the matter is under intense investigation.
According to Commissioner Greene, a suspect fitting the description given to police officers was picked up yesterday morning and is being interrogated.
Greene said that every attempt is being made to uncover any evidence which could help to solve the murderous act.
Foster, who was employed at the Environmental Protection Agency, was shot in the face by a gunman whom an eyewitnesses described as “tall, slim and wearing glasses”.
At the time, Foster was about to drive into her yard, at around 22:00 hours on Sunday.
Reports are that she died some ten minutes after arriving at the Georgetown Public Hospital Corporation.
It was reported that, after shooting Foster, the gunman calmly entered his victim’s vehicle, PHH 2263, and escaped east along David Street, while an accomplice escaped in another car that was apparently used to trail Foster.

But in relation to reports that Foster had links to the women who were involved in a recent arms and ammunition find in Regent Street, Commissioner Greene said that, “If we have any information that the young lady was in any way related to the Fosters, or was a visitor to that home, I am sure we will follow it up.”
He added, further, that he was not in a position to confirm that the force had indeed received any evidence that the woman might have been linked to those implicated in the recent find.
But the slain woman’s father, James Foster, denied emphatically that she knew any of the suspects in the Regent Street arms bust.
Mr. Foster stated that he only recently learnt that one of the women in the arms probe also shares his family’s surname.
But he said that that woman shares no relationship with his family.
Commissioner Greene also said that the arms and ammunition find will soon be engaging the attention of the Director of Public Prosecutions (DPP).
He said that, from all indications, the barrel in which the weapons were found was locked and was being controlled by someone, thus the DPP will have to offer advice on the matter.
Three suspects have been placed on station bail, while another suspect is yet to be found.
Eyewitnesses have given detectives descriptions of the two gunmen who shot Foster, and detectives have also taken a statement from the victim’s 17-year-old sister.
Kaieteur News has learnt that, contrary to an earlier report, a bullet believed to be of .38 calibre was recovered from Foster’s remains.
This newspaper understands that the bullet entered the victim’s right cheek and was found embedded in the back of the brain.
A police official said that gunpowder residue on the slain woman’s face indicated that she was shot at close range.
Officials have stated that they are looking at several theories.
They have also investigated reports that Foster, who worked with the Environmental Protection Agency, was threatened while investigating an alleged environmental violation by a business entity.
EPA officials have confirmed that the young woman had handled several important cases for the environmental agency.
Alicia Foster was about to park her car in her family’s yard, at around 22:00 hrs on Sunday night, when an unidentified man approached her and ordered her out of the vehicle.
An eyewitness said that after a brief exchange of words, the gunman shot Foster in the face.
The killer and an accomplice then escaped with the slain woman’s vehicle, after dumping their victim on the driveway.
Foster’s car, PHH 2263, with all its parts intact, was recovered on Monday near the Holy Spirit Catholic Church in Well Road, North Ruimveldt.
Kaieteur News was told that the car came from an easterly direction, at around 22:30 hrs on Sunday night, and stopped opposite the church. Two men then emerged from the vehicle.
According to the source, the driver was brown in complexion, about five feet five inches tall, and was wearing a white jersey and three-quarter trousers.
His companion, the source said, was shorter, darker in complexion, and was also wearing three-quarter trousers.
Alicia is to be laid to rest on Tuesday at Parika, East Bank Essequibo, after a funeral service at Our Lady of Fatima Catholic Church at Robb and New Garden Streets in Georgetown.
