In responding to the revelation in the Transparency International Report Corruption Perception Index, which states that Guyana has been ranked as the second most corrupt country in this region, Head of the Presidential Secretariat, Dr. Roger Luncheon has said that the methodology used to arrive at such a conclusion by Transparency International, a global civil society organization, is flawed and is entirely based on opinion.
He added that the government has taken umbrage before at the reports from Transparency International from a number of perspectives.
“The methodology is flawed; they used opinion and indeed using opinion when there is a body of information credible enough that could well serve, if not to adjust what the opinion says, at most, to replace opinions. We would not go and quote someone’s opinion where there exist credible alternative and credible sources that move well beyond thoughts and opinions,” Dr. Luncheon said.
He indicated that the government will continue to reject these findings based on opinions.
He explained that the Country Representative from the Inter American Development Bank (IDB) had previously pronounced on the corruption issue in Guyana.
He had noted that since their engagement with the Guyana government, in terms of IDB’s financial input over the years, they have never encountered this issue of corruption.
The report stated that Guyana ranked 126 out of 180 countries, with Haiti ranking lower at 177.
The index, released annually since 1995, looks at public sector corruption based on expert assessments and opinion surveys, helping to highlight the propensity of domestic corruption and its damaging influence.
It was explained that the Index ranks countries in terms of the degree to which corruption is perceived to exist among public officials and politicians.
It measures each country’s level of corruption and places it on a scale from 0 to 10, where 10 stands for ‘highly clean’ and 0 stands for ‘highly corrupt.’ Guyana ranks 2.6 out of the possible 10.
The Country Perception Index (CPI) focuses on corruption in the public sector and defines corruption as the abuse of public office for private gain.
