There have been major improvements within the Public Service as a direct result of training through the Public Management Modernisation Programme (PMMP). This is according to Minister within the Ministry of Finance, Jennifer Webster.
Webster was at the time addressing participants at an Exit Workshop for the PMMP on Wednesday last. She deemed the success of the programme as a move towards institutional strengthening in support of good governance.
Webster told the gathering that as was the case of many other projects, challenges arose but these, she said, did not hinder the commitments that were given in the inception.
The Inter-American Development Bank, in 2005, provided funding to the tune of US$5.5M for the modernization of the Public Services sector.
Improving management, accountability and efficiency in the sector were the three major components that the focus was placed upon during the project.
Head of the Presidential Secretariat, Dr. Roger Luncheon, in his overview to the participants said that the programme began with a loan – accountability within the public realm was the foremost issue.
Dr. Luncheon said that reforms must centre on making policies better with the relevant tools to substantiate it. The objective of Wednesday’s workshop was to identify the next steps necessary to ensure the sustainability of the potential impacts, outcomes and the outputs produced by the project.
It also aims at having participants agree that there should be an ex-post evaluation to ascertain whether they now anticipate future benefits of the project for such an evaluation.
Among those present at the opening session of the workshop was Minister of Public Services, Dr. Jennifer Westford, IDB representatives and several senior members from Government Ministers and private sector representatives.
