DEAR EDITOR,
I refer to the letter in the Guyana Chronicle of Tuesday, September 09, 2008, from Mr. Mohamed Khan on “Environmentally Hazardous loading, off-loading of cement and steel rods continue” and I wish to provide the following response.
The complaint of cement dust and noise from loading and off-loading of steel rods at the Boodhoo’s General Store at Cotton Field, Essequibo Coast was dealt with by the Environmental Protection Agency (EPA), whereby Mr. Awad Boodhoo was advised to relocate his cement bond from the southern side of his building (the side next to Mr. Khan’s premises) to the northern side of the building (away from Mr. Khan’s premises).
This was an interim measure to mitigate the problem of dust and noise affecting Mr. Khan and his family.
Mr. Khan was advised by the Agency to approach the Central Housing and Planning Authority (CH&PA), the Regional Democratic Council (RDC) of Region Two, and the Town Council of Anna Regina for assistance in addressing the issue of land-use planning permission, regarding location of the cement bond in the particular area and the issue of legality of the bond, whether permission was given for construction and operation of the bond.
Mr. Khan is claiming that the loading and off-loading of cement and steel rods, which abated for several months, continue on the southern side of the building.
The Agency, in an immediate response to Mr. Khan’s complaint, sought the assistance of the police at Anna Regina in ascertaining the complaint and in advising Mr. Boodhoo, if the complaint was valid, to desist from loading and off-loading of cement and steel rods on the southern side of his building. Attempts were made by telephone to contact Mr. Boodhoo, but he was not available.
An employee of Mr. Boodhoo received the call and she was advised by the Agency to inform Mr. Boodhoo to ensure that there is no loading and off-loading of cement and steel rods on the southern side of his building.
Mr. Khan was advised accordingly of the actions taken by the Agency. We promised to visit the location and are in the process of doing so, but are currently reviewing this matter.
While Mr. Khan is claiming that he has no alternative but to further highlight the matter in the press, we are surprised that, given our interim mitigation measure, Mr. Khan has failed to follow our advice in fundamentally addressing the matter at the levels of the Central Housing and Planning Authority, the Regional Democratic Council of Region Two and the Town Council at Anna Regina.
Mr. Khan who previously claimed to have served on the Board of the Central Housing and Planning Authority and of being a former Deputy Mayor of Anna Regina Town Council should recognise that the problem he is facing relates to land use planning permission, zoning and building and operational permission.
We trust that Mr. Khan would comply with our advice in the pursuit of a permanent solution to the problem facing him by approaching the above-named agencies/entities for assistance.
It must be recognised that in the discharge of our mandate, cognisance is always taken of the roles, responsibilities and legal mandates of other agencies/entities, which I am sure Mr. Khan would appreciate, given his experience.
