DEAR EDITOR,
Much has been said about the administration of the National Insurance Scheme (NIS).
The President is said to have expressed his dissatisfaction with the manner in which the entity has been carrying out its mandate.
Very little emphasis has, however, been placed on the needs of the organisation and how they are met.
The Board has for sometime held a tight reign on the Scheme’s budget. One has just got to visit the offices and observe the conditions under which employees work. The limited number of computers – a necessary tool for an entity of such magnitude – is evidence of the myopic nature of the board of directors.
Investigating officers – nurse sick visitors and inspectors, often have to request access to such necessary tools and to leave their work area to have access to such.
Further, despite the fact that officers do not enjoy duty free concession for vehicles they are required to use in the performance of their duties, they are reimbursed travelling expenses at the rate of $20 and $91 per mile. Here it is to be noted most officers who enjoy such concessions do not necessarily have to use their vehicles in the performance of their duties.
The said officers use their own money and are reimbursed at the end of the month!
And there is more.
Perhaps the President should at first examine the conditions under which the employees of the Scheme perform their duties before pronouncing to the public its apparent shortcomings.
