After acting in the position of Commissioner of Police for over two years, it now appears most likely that Mr. Henry Greene will be confirmed in that position.
President Bharrat Jagdeo told members of the media on Thursday that he will have to go through what he described as a ‘nitpicking’ process with Leader of the main opposition PNCR, Mr Robert Corbin, but in the end Greene will be confirmed commissioner.
Following the deaths of two of Guyana’s most wanted criminals, Rondel ‘Fine Man’ Rawlins and Jermaine ‘Skinny’ Charles, the Private Sector Commission of Guyana had issued a call for the immediate confirmation of Greene.
President Jagdeo has recently confirmed that Greene was his choice to be appointed to the substantive post.
He had explained that the leader of the main Opposition party, Mr. Robert Corbin, was stalling the process. He related then that Mr. Corbin was “nitpicking and playing petty politics as it relates to the appointment of Greene”.
Jagdeo had said that, in his previous meeting with Mr. Corbin on the issue, the PNCR leader did not object to the appointment of Greene as Commissioner of Police.
The PNCR, however, later lashed out at Jagdeo, saying that he was flouting the constitution by not going through due process as it relates to the appointment of a commissioner. The constitution states that there must be meaningful consultation.
Greene was appointed acting Commissioner of Police in July 2006, and according to Article 211 of the constitution, “the Commissioner of Police and every Deputy Commissioner of Police shall be appointed by the President acting after meaningful consultation with the Leader of the Opposition and Chairperson of the Police Service Commission, after the Chairperson has consulted with the other members of the commission.” According to the PNCR, there was no record of such meetings, either with the party or the Police Service Commission.
