Plans to transform the Ogle Airport into an international port of entry has been delayed as controversy has arisen between the Government of Guyana and the Ogle Airport Inc, over a 1.5 million Euros grant from the European Union, awarded to Guyana for the rehabilitation of the airport.
Roraima Airways, Trans Guyana, Air Services and GFFI – the four companies that comprise the Ogle Airport Inc. – hold the lease for the upgrading of the facility.
The Corporation was hoping to receive permission from Cabinet to give the required “no objection” to fast track the process of transformation so that incoming international flights could have commenced at the airport. However, this was denied.
President Jagdeo in recent comments on the issue claimed that the given funds are monies belonging to the public and not to private entities. In this regard, he said “I can’t inject 1.5 million Euros of public funds in a project for just four companies as these funds are coming into the country for the benefit of all the people”.
The President said that the government still intends to carry out the programme and is presently seeking to find ways and means of how to do this.
“Restructuring of the present share system might be an alternative to solve the present problems, if proposals to increase lease payments to the Government are not accepted by the Ogle Airport Inc”.
“Another way out, maybe, is to treat the grant as a loan to the leaseholders, with agreement for it to be paid back over a period of time,” the President said.
In an invited comment, Captain Gerry Gouveia, of Roraima Airways, and a shareholder of the Ogle Airport Inc, said that discussions are continuing between the two sides on the matter. He declined to comment on the present status of the ongoing talks.
And contrary to earlier reports, Captain Gouveia declared that the facility is in a state of readiness to accept international flights. Alluding to the fact that only quite recently the Ogle Airport was used to facilitate the arrival of the President of Suriname on his recent visit to Guyana, he said that, “we are ready to accept certain international flights, as all the regulatory and physical infrastructure required for such flights have been adequately satisfied”.
According to Captain Gouveia, the company has already spent US$15M to upgrade the facility.
“But we are prepared to deal in good faith,” he concluded.
