The Government of Guyana, in its annual budget presentation in March, allocated a sum of $140.2 million to the Regional Democratic Council (RDC) of Region #4 for its capital works programme.
Regional Executive Officer, (REO) Mr. Shafdar Ali, in an invited comment, explained that, overall, 55 percent of the physical works have been completed on the scheduled capital works of the region.
He said that inclement weather forestalled the completion of many projects, namely those concerning road construction. Whilst the construction of an access road at South Better Hope, ECD, is 95 percent finished, the rehabilitation of Second Street in Success (also on the ECD) is only 10 percent completed. Work on First Street, Melanie Damishana, ECD, is in progress, with 55 percent already done. Plans to rehabilitate Double Road, located at Logwood, Enmore, ECD, suffered a delay due to the recent heavy rainfall.
“We are looking at the weather…as soon as we are satisfied that work can start at Double Road, we will proceed”, the REO explained. The total cost to complete these projects will be to the tune of $23.42M.
A $6.5M greenheart heavy duty bridge over the Clonbrook East Sideline Canal, on the ECD, has been successfully completed.
At Unity Main Road and Railway Embankment, ECD, the construction of a heavy duty bridge was put off because of a change in design for the structure. But Mr. Ali said that as soon as the necessary adjustments in design are completed, the project will take off. An amount of $3.93M is budgeted for the construction of the bridge.
Work continues to progress on the $4.57M rehabilitation of the Herstelling Health Centre, with 90 percent of the structure being completed. At St. Cuthbert’s Mission, living quarters for nurses/midwife/community health worker have also been left back, due to adverse weather conditions. An amount of $6.79M has been awarded to cover the cost of building the proposed housing quarters.
The construction and revetment of the main irrigation canal in Cane Grove, ECD, is set to begin; and upon completion, would have cost the region $5.02M. Twenty-five percent of the excavation of canals at Beterverwagting, ECD, has been completed, and work continues. Upon completion, the region would have spent $6.02M.
However, there are still some contracts for projects that have not yet been given out to tender. These deal mainly with the supply of equipment for the region’s health system, and the sum of $8.70M will be expended.
The region undertook the rehabilitation of a number of schools located within its jurisdiction, and work is progressing so as to complete them before the new school year begins. Those schools presently undergoing changes to their infrastructure are the Cane Grove Primary, Laluni Primary, Annandale Secondary, St. Cuthbert’s Mission Nursery and Low Wood Primary. The region will spend an accumulated total of $40.35M in the execution of the projects.
Current total expenditures of the region stands at G$39M, but is expected to increase as the different projects near completion.
