Just when it appears that the situation is normalizing the government finds itself having to react to another situation, more particularly, to a wave of attacks that are unnecessary.
This time the cause of the attacks is the Auditor General’s reports.
The Auditor General is responsible for monitoring Government’s expenditure and recommending changes where these are necessary.
In short, the report is a guide to the government so that it could correct whatever little glitches may appear in the exercise of duties during the course of a given year.
So the report for 2006 has been released and there are, as could be expected, some breaches of procedure but contrary to what the media, or at least one section of it is seeking to portray, there is no corruption.
In most of the reported cases explanations were proffered by the various agencies but most of these explanations did not make the report.
For example, there was an explanation for the expenditure in the health sector but this was considered.
The Health Minister was at pains to explain to one section of the media that the systems changed but since old habits die hard, people continued to use the old system.
What should be recognized is that there is nothing illegal; there may be a breach of systems or a breach of procedure but breaches of procedure can in no way be considered an illegality.
It is at most an irregularity.However, one section of the media is making this out to be a major fault so it produces some screaming headlines that not only mislead the nation, but which also attack the government.
It is as if the government is condoning irregularities and no government is going to sit by and allow this stigma to be attached to its image.
Similar comments have come from other circles. For example, there is the report about the money to the police. This occurred in 2003 when the government was seeking special weapons in the fight against crime.
That was the era of the crime wave and the police were under siege. The money was voted and a close check would show that it could be resting in an account.
This explanation must have been provided to the office of the Auditor General but this has not been included in the report.
Again it suggests that there was something fishy and the media entity has gone out to report that there is a massive fraud.
It is so easy to target the government for blame that anything would sound good once there is a shade of controversy, even if the controversy is only imagined.
One would expect that the media house would have sought out the Auditor General to have him explain his findings but this has not been done. It also escaped notice that there are reviews of systems whenever the reports are presented.
At this stage, one must try to ascertain a motive for this attack on the government. It is as if there is a concerted attack to destabilize the government and one must therefore examine the reason.
Companies are known to approach the government for concessions. Sometimes they do not qualify but from time to time the government would extend these concessions.
But whenever the government fails to accede to the request there is some anger and this must be the case at this time.
The very media entity that is pouncing on what it perceives to be irregularities must be an aggrieved party.
The government is therefore pointing out that one cannot accuse the government of corruption when it had earlier explained that it could not bend the rules to accommodate an irregular request.
These things will have to be explained and while the government does not go out of its way to attack the press, this time around there must be some explanation so that the nation could understand.
It is easy to blame the government but more often than not one would find that there is a reason and this would have to be explained sooner rather than later.
