NEW AMSTERDAM, BERBICE – Sixteen attorneys-at-law have affixed their signatures to a document in an attempt to clear the air in relation to an issue raised in a letter published in three of the daily newspapers.
According to the release, this decision was taken after the July 18 Bar Association meeting. It states inter alia, “In relation to letters written by Ms. J. Sattaur (Registrar of Lands) and published by the Kaieteur News and Stabroek News on the 17th day of July, 2008, and the Chronicle on the 18th day of July, 2008, the statement as to the procedures at the Land Registry outlined by Miss. J. Sattaur are inaccurate.
Miss Sattaur has no authority to instruct or to cancel a receipt issued, and of which monies are received and deposited into the State’s account, days after the transaction was done.”
The correspondence further indicates that once documents are filed and receipts issued, the document remains the property of the Land Registry, for which the Registry is accountable.
“To discontinue a matter, there ought to be a written request to discontinue the matter by the attorney-at-law whose name is on the receipt/report. A mere cancellation of the receipt is illegal.
To obtain a refund of monies, a written request to the Accountant-General, with valid reasons, ought to be made by the attorney-at-law, “The unilateral decision of Ms. J. Sattaur to cancel the receipt (issued) days after is illegal and contrary to standard accounting practice and principles.”
It indicated that, “The only person authorized to file documents at the Land Registry are the attorneys-at-law and the clerks registered and authorized to do so.
The lawyers are of the firm opinion and recommend that a full investigation be carried out into this matter and the Registry clerk, Mr. Seepersaud; and now that Ms. J. Sattaur has joined in the issue and speaks on behalf of Mr. Seepersaud and herself, it raises eyebrows.
The Registrar of Lands stated that the person, Ms Yearwood, is in her 50’s and weighs 200 lbs; that she authorized the cancellation of the receipt; that the documents were returned to Yearwood; that this is a ‘set-up to get rid of me (Ms. Juliet Sattaur) and the Registry clerk, as we do not bow to people’s wishes but do our jobs honestly, sincerely, and to the best of our ability.’
The lawyers are requesting that both the Registrar of Lands and the Registry clerk be relieved of their duties until such time as the investigation is complete.
The signatories are attorneys-at-law Joseph Anamayah, Ramesh Rajkumar, Rodwell Jugmohan, Rohan Chandan, Marcel Crawford, Michael Baird, Perry Gossai, Joel Edmonds, Johnny Persaud, Deena Panday, Charrandas Persaud, Motie Singh, Lloyd Thomas, Ian Anamayah, Adrian Anamayah and M. Sahadat.
