…revise speed limits on highways — Backer
Following the passage of tougher laws for drivers, People’s National Congress Reform (PNCR) shadow Home Affairs Minister Deborah Backer suggests making streets that run parallel to each other one-way intermittently.
According to Backer, the move would decrease the risks of accidents as well as reduce congestion in the capital city.
She added that the speed limit along some of the highways should also be revised, given that they are impractical.
According to Backer, if the laws are not practical then people would disobey them.
The shadow minister made the comments after expressing her party’s appreciation of the bills presented by the Government to toughen driving legislation.
On Friday last, the National Assembly approved several pieces of legislation, with one such prescribing a set alcohol limit for drivers.
The use of a breathalyzer or blood test will determine the alcohol levels in a person suspected to be under the influence of alcohol, with both sides of the House agreeing that the prescribed limit be equivalent to two beers.
This comes under the Evidence and Motor Vehicles and Road Traffic (Amendment) Bill 2008, which was presented successfully to the National Assembly by Minister of Home Affairs, Clement Rohee.
According to Rohee, the thrust of the bill goes to the heart of driving under the influence (DUI) of alcohol, and seeks to address the age-old problem.
He said that DUI was an extremely serious problem facing the country, and has resulted in numerous deaths on the roadways.
Another piece of legislation approved was the Motor Vehicles and Road Traffic (Amendment) Act 2008, which makes using a cellular phone while driving illegal.
Rohee noted that over 350,000 cellular phones are presently in circulation in Guyana.
“Persons use these to communicate by voice, text messages or emails, but whether any of the three is being performed it brings a distraction to the person who is driving the vehicle.”
The minister added that it is obvious that if a person is distracted from focusing on the road, something detrimental may occur.
