DEAR EDITOR,
This letter serves to respond to Peeping Tom’s comments published in the Kaieteur News on Wednesday July 09, 2008 in relation to the $500M spent to enhance the capacity and effectiveness of the East Demerara Water Conservancy (EDWC).
The $500M spent on works at the conservancy was for programmed activities in the National Drainage and Irrigation (NDIA) budget, and not emergency works which commenced in 2007 and are continuing.
The contracts for these works were awarded in accordance with the National Procurement and Tender Administration Act, and represent the investments made in upgrading the operation of the EDWC.
To better inform Peeping Tom, the works done to date at the EDWC are: construction of the intake structure at Enmore, advertised on 23rd March 2007; construction of Scour protection at Kofi Relief Outfall Channel, advertised on the 30th April 2007; purchasing of four super long-reach excavators, four uni-float pontoons and two punts, advertised on the 12th May 2007; clearing of six miles of Kofi waterway; re-activation of 10.5 miles of Annandale water path; buttressing embankment between Flagstaff and Annandale.
These listed earth works are undertaken using Government equipment, the management of which has been contracted through public tender on 27th March, 2007 and 7th January, 2008.
Also, these programmed works are in accordance with recommendations of both local and international engineers. In fact, international teams have all commended the investment made to buttress the dam and increase storage capacity.
Specifically, works at the EDWC entail buttressing the dam, thus increasing its seepage path, and at no time more weight is being placed on the dam for heightening. The works, being critical, were at all stages supervised by NDIA engineers.
