Minister of Health, Dr. Leslie Ramsammy, yesterday lashed out at City Hall and other local government entities for not having an effective vector control programme in place, in light of the imminent hosting of CARIFESTA X in Guyana.
Dr Ramsammy said that the ministry is very concerned that City Hall has ignored its mandate.
He emphasized that the ministry will now have to be more stringent in enforcing the rules outlined in the Public Health Act.
“They need to pay more attention in ensuring that there is a strong vector control program on stream,” the minister said.
However, City Mayor Hamilton Green, while admitting that the municipality has disregarded its mandate, noted that this is mostly due to the lack of resources and equipment that are required to do the job.
Due to the high cost of chemicals and raw materials, Green said, City Hall cannot afford the resources. He added that the municipality has not been able to expand its revenue base.
He, however, noted that City Hall is striving to ensure that the environment is kept clean and that persons at the city markets do their part in keeping their surroundings well organized.
According to Ramsammy, for several years, now the municipality has not conducted any fogging exercises in the markets within the city. These places, he said, are regular breeding sites for mosquitoes.
Due to City Hall’s failure to execute its mandate, Dr Ramsammy said, the Health Ministry has had to take up the slack and conduct regular fogging exercises, something which he noted should be done by the municipality and local government agencies.
He explained that the fogging exercises being carried out are not budgeted for by the ministry, so this results in additional pressure on the administration.
The ministry is expected to commence a meeting with the Environmental Unit of the municipality to get the staff there on track in dealing with the issue.
Before the hosting of CARIFESTA X in Guyana, the Health Ministry, with technical support from the Guyana Sugar Corporation, plans to conduct several fogging exercises in Region Four, with special emphasis being placed on the city markets and important public buildings.
Dr Ramsammy said that his ministry is willing to assist City Hall with the technical and infrastructural support, so that they can execute their mandate effectively.
