…wants plan of action on squatting, illegal structures
Government has ordered that the annual subvention to the various Neighborhood Democratic Councils (NDCs) across the country be withheld until steps are taken to correct squatting, illegal structures and other key issues within the respective communities.
Minister of Local Government, Kellawan Lall, yesterday confirmed that earlier this year instructions were handed down to hold the $3 million subvention that Government gives to the NDCs.
There are 45 NDCs in Guyana tasked to manage garbage collection, cleaning of drains and general maintenance of the villages.
According to Lall, there were numerous complaints from citizens of a “lackadaisical” style of management by councils leading to deterioration of infrastructure and general upkeep of the communities.
The income of NDCs generally comes from rates and taxes but over the years, the collection of these has not been enough to cover the proper maintenance of the districts.
Government has had to chip in with the $3 million subvention.
Government will start releasing the monies shortly as some of the NDCs are in the clear, Lall said.
The various Regional Executive Officers (REOs) have been mandated to monitor the situation closely and the NDCs have to come up with plans on how they intend to tackle the situation of squatting, derelict vehicles and uncollected rates and taxes.
The Minister noted that the decision to withhold the subventions is part of government’s larger plan to revamp the management systems of the various NDCs.
